You will need to find both halves of the medallion to unlock it. Half are in Fort Haight, southeast of the Mistwoods region of Limgrave, and half are in Fort Faroth, southeast of Dragon’s Barrow. Once you have both halves, head back to the Great Dectus Elevator and offer them to the statues, activating the elevator.
Now, you can go back to Fia at any time and ask for another hug. After doing so, you will unlock a dialogue with her and she will grant you the Weathered Dagger. She will ask you to give it to the rightful owner, who is not too far from your current position.
